GSA 8(a) STARS III

A Gateway to Government Innovation.

GSA’s 8(a) STARS III GWAC, a multiple-award indefinite-delivery(MA-ID/IQ) contract and designated as a Best-in-Class contract, is a 8(a) small business set-aside GWAC that provides flexible access to customized and innovative IT solutions. The GSA 8(a) STARS III GWAC offers IT services ranging from simple to complex and services-based solutions such as software development, IT Operations and Maintenance, Systems Design, IT help-desk support, information assurance, cybersecurity and more.

In addition to the general IT services scope, APV is a prime awardee on 8(a) STARS III two focused scope sub-areas:

• Emerging Technologies (ET) – providing evolving state-of-the-art emerging technologies such as technological convergence, robotic process automation, autonomic computing, virtual reality, and more
• OCONUS Place of Performance – providing IT services in an Outside the Continental United States (OCONUS) location.

General Scope: 

The Best-in-Class GSA 8(a) STARS III contract provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. The GSA 8(a) STARS III GWAC:

These examples are not meant to be all-inclusive, but rather general indications of the types of services within a given IT services-based solution. Other services not listed as examples, but which adhere to the definition of IT, are within scope and may be provided to meet an agency’s particular mission needs.

Ordering Period: One five-year base with one three-year option (07/02/2021 to 07/01/2026 and option 07/02/ 2026 to 07/01/2029)

Who can use 8(a) Stars III: Federal Agencies and Department of Defense (DOD)

Order Types: Order contract types permitted include FAR 16.2 Fixed-Price contracts; FAR 16.4 Incentive contracts; FAR 16.601 Time-and-Materials contracts; and FAR 16.602 Labor-Hour contracts. These contract types may be used individually or in combination within a single Order comprising multiple Contract Line-Item Numbers (CLINs). Orders may also incorporate FAR 17.1 Multi-year Contracting and FAR 17.2 Options. Cost Reimbursement (FAR Subpart 16.3) Orders are not allowed.

Contract Ceiling: $50 Billion

Contract Access Fee: 0.75% applied to the total price for performance as billed to the government.
